Essential Goods and Services

Please note that the definition of Essential Goods and Services is contained in the Regulations issued by the Minister of Cooperative Governance and Traditional Affairs on the 26th of March 2020.

A copy of the Regulation and the amended Regulation, as well as guidelines, are attached for your convenience. Please review the list of Essential Goods and Services.

If after reviewing the Regulations, you still believe that your enterprise should be considered an Essential Goods or Services provider, please register on the Biz-portal for a certificate for essential services provider: http://www.bizportal.gov.za/essential_service.aspx. Alternatively, the company you are servicing should provide you with the permit. Please visit www.thedti.gov.za and go to COVID-19 Information, for more information.

Spaza shops, Supermarkets & Informal businesses must contact their local municipalities for permits.

Sole proprietors, SMEs and those trading under a Trust may contact the Department of Small Business Development for permits at pphaahla@dsbd.gov.za

Please note that once you have received a certificate from CIPC that you do qualify to render essential service, that is where you can then issue the work permit for your employees.
